It's regrettable that local government can't be switched on like a lamp when it is good, and sent to bed without it's supper when it is bad.
I am reminded of one of the greatest presidents this country has ever known, Ronald Reagan, who said: "Government is NOT the solution to our problems, government IS the problem!"
